In the late 1980s and early 1990s, the initial concept of a minority owned incubator in the Greater Asbury Park Community was the creative brainchild of Maxine and Thomas Daniels. They carved out an initial space at 711 Bangs Avenue, Asbury Park, NJ, under the name Management Business Support Services (MBSS). This effort emerged during an economically depressed period in Asbury Park. Many businesses had abandoned the city for newer strip malls and rapidly developing neighboring communities. The boardwalk had been left abandoned, broken, neglected, and struggling to survive. Hotels that once bustled with visitors were reduced to housing patients recently released from the county mental institution, following the closure of the Marlboro Psychiatric Hospital.

There was an urgent need to encourage business development and entrepreneurial ownership. Revitalizing the downtown and boardwalk areas required intentional support, and the incubator concept emerged as an essential strategy for strengthening the community.

Many attempts were made by MBSS to partner with city, county, and state organizations, but few meaningful collaborations ever materialized. Combined with repeated code‑enforcement actions against the property, the Daniels were ultimately forced off the site. Without community or county support, the vision dissolved.

Fast forward: as founding members of a new organization, NJPACCI established in 1993, the incubator vision sprang to life again. The incubator originally named the Pan African Chamber of Commerce and Industry Business Incubator Center, LLC. However, due to a lack of shared vision and alignment, the members of NJPACCI eventually split.

Founding member Alden Small revived the incubator concept under a new name. The incubator was reintroduced as the Asbury Park Business Incubator and CDC, and its vision and mission remain unchanged.”

The Community Business Incubator is established to empower local entrepreneurs and small businesses through access to resources, mentorship, and collaborative opportunities that drive growth and sustainability. Its purpose is to strengthen the local economy by fostering innovation, promoting equitable access to business support, and creating pathways for long‑term success.

Serving as a hub for education, networking, and professional development, the incubator connects emerging and established businesses with tools, training, and partnerships that remove barriers to progress. The goal is to cultivate a resilient business ecosystem that supports entrepreneurship, job creation, and community advancement.

PURPOSE OF THE COMMUNITY DEVELOPMENT CORPORATION (CDC)

The Community Development Corporation is established to promote equitable economic growth, neighborhood revitalization, and sustainable community advancement. Its purpose is to strengthen local infrastructure, expand access to housing and business opportunities, and support initiatives that improve quality of life for residents.

Through partnerships with public, private, and nonprofit sectors, the CDC facilitates investment in small business development, workforce training, and community facilities. The goal is to create inclusive pathways for economic participation, foster long‑term stability, and build resilient communities that reflect shared prosperity and opportunity.

ALIGNMENT WITH NJPACCI'S PURPOSE

The Community Business Incubator and Community Development Corporation operate as strategic extensions of the New Jersey Pan‑African Chamber of Commerce and Industry (NJPACCI). Together, they advance NJPACCI’s mission to grow, empower, and unite local businesses and their communities through education, advocacy, and sustainable economic development.

The Community Business Incubator focuses on entrepreneurship and business growth—providing resources, mentorship, and collaborative opportunities that help small businesses build capacity and long‑term stability.

The Community Development Corporation complements this work by addressing broader community needs such as equitable economic investment, workforce development, and neighborhood revitalization.

Aligned under NJPACCI’s vision, both entities strengthen the local business ecosystem, expand access to opportunity, and promote inclusive prosperity across New Jersey’s diverse communities.
